Chapter II, Section IV of the The Permittance of Anonymizing Shades Statewide (PASS) Act provides for the possibility of exemption for vehicles registered to a business and not to any individual person under a shall-issue basis;

• Any certified security agency who is obliged by contract for transporting and protecting clientele.
• Any State, Municipal, or private transportation services carrying and transporting persons with special needs.

The business vehicles which are granted a tint exemption permit must be used in the capacity of the above points or as outlined in the PASS Act.
