Explain why listed vehicles require a tint exemption permit.

Reason: Los Santos Panic is one of Los Santos's premier Basketball teams, competing in the NBA League. This vehicle is used to transport players to and from Training, Airport, and/or Special Events. Tinting the windows, allows them the privacy they require whilst in transit.
