  • Rafael Serrano was born in the Rancho Community Hospital on February 10th, 1989 to his mother Mariá Serrano and his father, Hernando Serrano. While Rancho is traditionally known as an alienated Hispanic epicenter and gang focal point, Rafael managed to keep his wits throughout most of his childhood and stick to his own devices instead of befalling to the raging clique culture surrounding him. His family was of middle class origin; no fancy large mansion or exquisite apartment with top-tier high-tech equipment or an interior that may water your mouth, if anything, a rather modest upbringing in a normal sized one-family home in the depth of the favela.

    Unlike other children of his age, Rafael graduated at the age of 18 from Davis High and moved on to the Rancho Community College where he minored at the age of 22 with a focus point in Business Administration, then completing his Bachelors Degree (B.A. in Arts) at the University of Los Santos, San Andreas at the age of 25 with a GPA of 2.2 in 2014. He landed his first business opportunity at the TellaFair Logistics Incorporated firm in 2015 which was, then, a subsidiary of Amazon, primarily focused on handling the logistical efforts of transporting goods across the states. Fresh out of university, he was thrown into a Junior position as a - as they titled it - Talent and Resource Manager - where he primarily applied his theoretical knowledge about employee management and general human resource applications in practical form. He worked at the company for about four years before his departure due to disagreements with his employer revolving pay raises and conflicts with Union interests.

    He moved on to a new opportunity that he found via LinkedIn and landed himself a job as a Senior HR Manager for a Paleto-based internet service provider, DeltaNet. His job profile didn't differ much from his previous job, and applying his soft-skills that he learned throughout his studies (Excel, Word, PowerPoint, Trello, virtual Kanbans etc.) to enhance and iron them further. While working a stable career gave him the foundation for a straighented path, at the age of now 30 he met his first and late fiancee, Melina Aginero. Rafael had his path laid out proper, though unfortunate personal disagreements and an affair in the later stages of their marrital heaven forced him to burn bridges, alongside a stressful divorce which led to their then mutually acquired property to be seized and handed to his ex-wife after losing a case in court. Most of his assets gone and his direction adrift, the uncertainty sent him back to his parents and then a motel in Rancho after his father tragically passed away from a ravaging glioblastoma when Rafael just turned 34 and his mother was admitted to a local care facilty. He no longer pursued his career at DeltaNet, and the long rides back and forth between Los Santos and Paleto were no longer feasible.

    Collecting himself and recovering from the financial and personal setbacks, he longed to take a different path and approach. He scoured the web for different positions but wanted something that isn't necessarily working for major companies, so after coming across an online leaflet pertaining to the Los Santos Police Department and open continuous recruitment for an administrative position, he figured working as a civilian for a government agency may provide its benefits and enable him to explore a path that may differ from the routines of large offices and Chinese wall principles. He attended a local career fair at Del Perro a few months down the line and spoke to local recruiters, who enabled and invigored his interest after casual chats over cookies and a cup of coffee. He fancied the environment they provided, and after sharing some of his insights and expertise in his field, he figured that giving it a shot may be exactly what he needed to set the blocks straight again. He filled out the application form and sent it off.
