I'm on holiday until the 9th of January. I'd like to have a chance to apply for the Police Officer I position (for another character, not Christopher Payne). I've prepared my character for this but unfortunately until the 9th I don't have access in game to pull screenshots or /stats.

Would you recommend me submitting an application now and complete missing information on the 9th or wait until the 9th and submit the application then?

I don't know your usual applicant volume and I am concerned you might close the applications until I get back.

Recruitment closes on the 14th, so you are good to wait until the 9th to submit your application.

In order to apply for the LSPD, you must've to get the double faction perms from the leadership of your current faction, if you're already part of a different faction with a different character.

It's just your current faction leader, if you have one. You don't need to ask a double faction perms from LSPD if you're not a faction member.

My app has been set to pending for a few days now and I'm a bit worried that, if there's any more changes I have to make, it'll be too close to the deadline by then. Will there be some leniency allowed if I get re-set to pending closer to the 14th?

Your application will still be processed even after the closure of the recruitment on the 14th, the nearest, earliest CAP session is on the 19th, which gives your application plenty of time, it will also be processed way before that date, you have nothing to worry about.
