STATEMENT OF EVENTS/REASON FOR COMPLAINT
On the date of the complaint, Howard Penkins was in a bar in Sneaky Pete's as he was raided by officer Garcia and two other deputies that later died. The officers detained Penkins at gunpoint and took him outside. Frank Walker and Octavia Geralds and a friend called Morrison accused Penkisn of stalking, criminal threats and waving a firearm in public while drunk (brandishing a firearm, shaft code violation and reckless handling of a firearm.). During the detainment a shootout occured, the deputies died and as Penkins was in the crossfire and was shot in the pelvis. Penkins assisting by firing back rounds at the suspect. This unlawful detainment and by providing false information to the police caused the death of two deputies, the injury of off-duty officer Reagan and Penkins.

On 31st October early in the morning, Howard Penkins' address (2201 Bay City Avenue) was broken into while Penkins was sleeping somewhere else. Penkins believes that this break in was an attempt on his life as he received credible threats form his employment as a security guard. Penkins also was notified by his neighbors that his house was circled by a blacked out four door sedan in the afternoon the day before. This information was given by an off-duty lifeguard named Kaida. Penkins reported the information to detective Henry March. Penkins was also tailed by a black Torrence a few times with the plates TQC237. Penkins mentions that only two people know where he lives and those two people haven't been friendly with him lately. Octavia Geralds and Frank Walker were in his property once and tried to get him arrested based on false information.

On 02/NOV/2022, Penkins was actively watching Ciao Cafe as he was only protecting it as instructed by the owner before a deputy Bryant came and breached into the property were he found Penkins. Penkins was later guided outside and Frank Walker accused Penkins of trespassing while he has no authority on the property. Penkins showed keys to the property to the deputy. The deputy did not have his lights and sirens on and he was the only responding unit which makes Penkins believe that deputy Bryant is helping his off-duty friendships to take down Penkins. Penkins asked the deputy whether there was an actual emergency call about this or not, the deputy never answered. Penkins was unaware that he was trespassed. Penkins left afterwards.

Penkins believes that Octavia Geralds have connections with Russian mobsters that was reported to retired detective Alyssa Harper and detective Christopher Wilkerson. Octavia Geralds has a friend called Lyla Berg that gave Penkins a threat to life during a Playboy Mansion party of Prestige.

On 03/NOV/2022 at Void Nightclub, Penkins was working as a security guard and he noticed that several armed Russians entered the property, one of which is Michael Gvozdic, a credible threat reported by Penkins, Frank Walker, Lyla Berg, Katia Pavlov and Octavia Geralds was also there. Penkins noticed that this might be another attempt on him, therefore he contacted present off duty officers Lewin Tipper and Campbell to keep an eye out for these guys.
